To request documents from Harris County Housing and Community Development (HCD), email: hcdrecordsrequests@harriscountytx.gov.

Harris County Housing & Community Development is committed to releasing requested documents promptly. However, we are unable to, nor are we required by law to, create new information including compiling data, reports, or lists, conduct research, or answer questions.

The amount of time reasonably necessary to release information can vary depending on the facts in each request and scope of request. If responding to a request will take longer than ten business days to produce, the requestor will be notified of this in advance.

All requests must be made in writing via email, U.S. Mail, hand delivery, or by submitting your request through the GovQA Portal below. We do not accept requests via fax.
